At the Rotterdam International Center (formerly Rotterdam Expat Centre) you can book an appointment to register with the municipality to receive a BSN. And you can make an appointment with the IND to collect your residence permit, and/or to provide your biometrical information. This service is called the One-Stop-Shop.
